The rules of The Finnish Orienteering Federation (FOF) apply together with the instructions given by the event officials.

TERRAIN

The competition terrain is partly former military training ground of the Savo Brigade and partly outdoor recreation area of the City of Mikkeli. There are plenty of paths and roads crossing over the terrain. Signs of the garrison area including, for example, trenches are clearly marked in the terrain. The trenches marked on the competition map are of various ages, they may be deep and partly soft at the edges. Specially, near these areas there are also lots of small holes and dugouts which have not been marked on the map and which may be difficult to see while running. Occasionally, the most dangerous individual holes have been marked by yellow tape in the terrain.

The flora of the competition terrain varies from fresh (from 2 to 3 years old) group cutting areas to sapling stands of various ages and some old forest areas. Runnability is mainly good. However, the terrain and the tracks require “a cool head and swift feet”. To be successful in the variable terrain, the competitor needs map reading and compass running skills as well as the ability to make quick decisions as to the best route. Steep hills (from 20 to 40 meters) also demand a great deal from the competitor’s physical condition. In the short legs, it is important to remember to visit all the controls.

Primarily, the out of bounds areas are marked on the map and they are partly marked in the terrain by “Out of bounds” -bands. There are also some small areas marked by the bands in the terrain that are not marked on the map. It is strictly forbidden to enter any private house yards.

Concerning the Jukola legs 1-3, there is a dashed line printed in purple on the edge of the map. This area is also marked by yellow bands in the terrain. The aim of these markings is to prevent the competitor from straying outside the mapping area. The distance between the optimal route and the edge of the map is one hundred meters.

COMPETITION CLOTHING AND SHOES

Competitors are not allowed to use spike shoes. This practice is supervised in the punching control after the run. Disregarding this restriction will lead to the disqualification of the team. Dobb shoes are allowed. Competition clothing must follow the FOF rules: the torso and legs must be covered. The shirt may have short sleeves but not sleeveless. COMPETITION MAP AND CONTROL DESCRIPTIONS

The competition map is a six-colored orienteering map in the scale 1:10 000 with a contour interval of five meters. Open rock areas are shown on the map. The map has been printed in March 2009 and it is plastic covered. Control descriptions have also been printed on the map. The size of the map for the Venla Relay is A3 whereas the one for the Jukola Relay is A3S. The maps can be seen after registering on separate tables which are located in the northern warming up area of the race track. The old maps of the competition area are on the result board.

RUNNING ORDERS

The running orders of both relay teams must be entered by Saturday June 13th at 10.00 a.m. The running order form is filled on the Internet (http://www.jukola2009.net  Competition>Registration) by using the passwords given to each club in connection with the registration. It is also possible to print the form off the Internet (www.jukola2009.net ) or to fetch it from the Mikkeli-Jukola office. The form is returned to the Info stand.

The lists of the running orders can be seen on the result board and on the competition website on Saturday June 13th from 12.00 onwards. Any changes in the running orders after the registration dead-line must be announced with their valid excuses to the Info at the latest half an hour before the start of the respective competition. The supervising official of the competition has the right to accept or dismiss the presented changes taking into an account the excuses. 

The age limits of the young must be followed and the information on each listed member of the team must be correct. The person taking care of entering the lists for the team will be responsible for giving the authentic information.

COMPETITION MATERIAL

The competition material can be picked up at the Info stand located in the downstairs of the race track’s old spectator building. The Info is open on Friday June 12th from 12.00 a.m.to 10.00 p.m. and on Saturday June 13th from 8.00 a.m. onwards. The material is handed out only when the club presents the pre-posted club material card and on the condition that all the necessary fees have been paid and the final team compositions have been delivered. 

The material includes composition number bibs with safety pins; Emit control slips, hired Emit cards; general information; possible specifications on competition instructions and the map returning ticket for the unmarked maps including all the controls (1/club) as well as one for the preordered maps  marked during the competition (1/club). The material also includes a free entry ticket with access to the coaching area. Programs are handed out at the parking lots and at the Info.

COMPETITION NUMBERS

The competition numbers are based on the results of the Venla and Jukola relays in 2008. The first team of the club uses the smallest number. The number bib must be visible during the whole leg. The competition number will be checked at the entrance gate. The competitor must protect the bar code sticker from being damaged on the number bib until it is read at the entrance gate within the start and exchange area.

EMIT PUNCHING SYSTEM

Each team must have at least three Emit cards. The same Emit card can be used in both the Venla and the Jukola relay. The same card cannot be used for consecutive legs or by different teams for the same relay. The team material includes a control slip for each team member. The slip must be attached to the Emit card with the yellow side up (i.e. the text up). The competitor must also mark the control slip with the abbreviations JU (for Jukola) or VE (for Venla) as well as the team and the leg number.

There is a clearing point for the Emit card and a model control in the competition centre, near to the entrance gate, where the competitor may get acquainted with the punching system and test his card. Detailed instructions how to use the Emit system can be found at the model control. The numbers of the Emit cards will not be given at the team registration instead they will be registered into the result system in the competition area after the entrance gate when entering the start or the changeover area. After this the cards are cleared on the passage leading to the start and changeover area. The competitors are not allowed to change their Emit cards after the emit clearance. After the changeover and the finish, each competitor's Emit card is read at the discharge point. In cases of confusion, the competitor will be guided to a separate checking point (the Wailing Wall). The team is obliged to return the rented Emit cards to the Info. For a lost Emit card an extra fee of 80 € is charged.

CONTROLS AND PUNCHING

The controls are identical to the model control. The model control is situated near the entrance gate and signpost. All the controls are provided with reflective markers. The controls must be visited in the right (numerical) order. The number of the control and the control code are printed on the map next to the control circle. The codes of certain controls differ from the Emit codes; accordingly, the Emit card with a display will show a different number from the control code. The competitor has to punch in at the change-over and at the finish.

STARTS

The start is situated in the southeastern part of the race track. Entry to the start area is through the entrance gate north of the central field of the race track. The competitors must not leave the start area after their Emit cards have been cleared. There is a toilet in the northwestern part of the race track within the start area. Assault rifle shots indicate the starts for both relays. Instructions concerning the mass starts will be given later on.
 
The Venla Relay

The entrance gate for the first leg of the Venla relay will be opened at 2.15 p.m. The competitor must be at the entrance gate by 2.40 p.m. at the latest. The competitors go to the maps according to the announcer’s instructions. The map may be touched only after the announcer’s permission and it can be detached when the starting shot has been fired at 3.00 p.m.
 
The Jukola Relay

The entrance gate for the first leg of the Jukola relay will be opened at 10.15 p.m. The competitor must be at the entrance gate by 10.40 p.m. at the latest. The competitors go to the maps according to the announcer’s instructions. The map may be touched only after the announcer’s permission and it can be detached when the starting shot has been fired at 11.00 p.m. 
The Control of the Starts
The starts are videotaped and teams that make a false start or cause one will be disqualified.

CHANGEOVER

Only a competitor with a number bib is allowed to enter the changeover area through the entrance gate. Incoming competitors can be seen from the changeover area about 300 meters before the changeover takes place. There is a marked route leading the competitor from the last control to his own changeover box. The competitor must punch in the changeover. The unfolded map is handed in to the officials when the competitor turns towards the map stands (N.B. not within the finish constructions). The competitor continues to the numbered map stands to take the next leg’s map correspondent to his team number. It is the competitor’s own responsibility to make sure that he takes the correct map for the next leg. Then, the competitor takes the map to the next team member waiting at the changeover fence. Each team’s general place is marked at the changeover fence. The number bib must be visible during the changeover punching as well as when arriving at the map stand.

The map is detached from the stand by lifting it upwards. If the competitor’s map has already been taken, the competitor must inform the map stand supervisor. The competitor will be guided to the reserve map point next to the changeover fence (a container). The competitor will receive a new map but the lost time will not be compensated. The incoming competitors may leave the changeover area only through the Emit control point. The changeover times and the ranking for the team are determined according to the changeover punching.

Please, pay attention to the crossing traffic on both sides of the changeover fence! Avoid warming up on the competitors’ routes. There are online computers in the changeover area and near the entrance gate which the competitor can use to check where and when his team member of the previous leg has last punched in. There is a toilet reserved for the competitors on the western part of the race track. In the changeover area and for the top teams in the last leg there will be water available near the finish. Both the changeover and the finish punching are controlled by a video recording system.

FINISH

There is a marked route leading to the finish from the last control of the final leg. The finishing order for the first 50 teams will be determined according to the crossing of the finish line. The finishing order for the rest of the teams will be determined according to their finishing punches. The finishing time will be determined according to the finishing punch made immediately after crossing the finish line. All the competitors will hand over their maps to the officials after the finishing punch. The Emit cards of the awarded team anchors are read immediately after the finish line, the others go through the Emit discharge point.

The finish of the Venla relay will be transferred next to the Emit tent before the Jukola festivals on Saturday, June 13th at 7.50 p.m. The competitors near the over passing bridge will be guided to the new finish area.
GPS TRACKING
 

Both relays are followed by the GPS tracking system. The organizers determine the GPS tracking devices for twenty runners of the top teams for each leg. The competitor gets the device with the help of the organizers at the GPS point next to the entrance gate when entering the tent on the left hand side. After the run the device must be given back to the organizers at the punching control. Teams which do not agree to carry the GPS tracking device will be disqualified from the competition.
It is not allowed for the competitor to use his own tracking devices.

REFRESHMENTS AND FIRST AID

The locations of the refreshment and first aid stands in the terrain are marked on the map with the same color as the course according to the map description guidelines. Drinks available are 4,5 % Squeezy sports drink (45 g carbohydrates / 1 liter) and fresh drinking water. There is Squeezys sport nutrient shop in the competition centre. There are litter bins at the refreshment stands for gel paper and other waste. The main first aid station is located in the competition centre. There are minor first aid stations within the changeover and the finish areas. There are also refreshment stands near the changeover and the finish areas (top anchors).

SERVICE PERSONNEL

Service personnel and coaches are not allowed to enter the start and the changeover areas. There will be a special zone near the changeover reserved for the service personnel. Access to this area is restricted to only one team official/team by presenting the team official card included in the team materials.

SERVICE TENTS

The club’s service tents can be pitched only on the pre-reserved areas that are marked by the organizers. The areas closest to the finish line are reserved for the best teams of the Jukola and Venla relays 2008. Other clubs receive areas corresponding to the booking order. All passage lanes must be kept clear.

INTERVIEWS AND PHOGRAPHING

There will be special zones along the run-in reserved for the Media to interview the best teams after the Emit clearing. Interviews after the first legs will take place at the changeover fence (TV); within the media passage leading to the changeover fence (the other Media); near the Emit tent after the Emit clearing (open area) or in the media centre. The best teams of the both relays will have a press conference as soon as possible after crossing the finish line according to the instructions then given to them.

The organizers will reserve the following areas for the media to take pictures: behind the finish structures (pictures of the start), a separate media passage leading to the changeover fence (picture of changeovers) and the sides of the finish constructions (pictures of the finish).

There are photographing areas reserved for the organizers only (not for the media).

THE MESSAGE OF THE JUKOLA RELAY

The traditional message of the Jukola relay will be read and the target of the message revealed on the festival stage right after the winning team has crossed the finish line.

RESULTS

The results are presented on the result board. Any confusion regarding the results should be reported to the Wailing Wall. Disqualifications are presented on the result board and in case of the top teams, they are also announced. The final results will be published on the web pages www.jukola2009.net . The draft results are continuously updated during the competition on the web pages.

THE WAILING WALL

The situation clearing point (the Wailing Wall) is located near the entrance gate and the emit discharge point. It is open for the contest complaints and clearings during the competition from Saturday 3.30 p.m. till Sunday 2.00 p.m. The possible proposals for a team’s disqualification are handled at the Wailing Wall, if necessary together with the team leader who is called for by the announcer. Any possible protests and reports of wrongdoings are handed in at the Wailing Wall.

PRIZE-GIVING CEREMONIES

The twenty-five best teams in the Jukola relay and the fifteen best teams in the Venla relay will be awarded medals and plaquettes. The best teams in both relays will also receive special prizes. The winners of the Jukola Relay will be given Jukola winner rings. All prizes will be awarded on the festival stage. The prize-giving ceremony for the Venla relay will take place on Saturday June 13th at 20.30 p.m. after the traditional Jukola Festival. The prize-giving ceremony for the Jukola relay will take place on Sunday June 14th at 9.30 a.m. There are seats reserved to the prize-winning Venla teams next to the festival stage. The prize-winning teams are asked to be seated before the beginning of the Jukola Festival, by 20.20 p.m. at the latest. The prize-winning Jukola teams are also asked to be seated next to the Jukola stage before the beginning of the festival on Sunday June 14th by 9.20 a.m.

The prize-winning teams must not carry any advertising flags or other additional material during the ceremony. The banner or the badge of the club is allowed.   

RETURNING OF THE MAPS

The distribution of both the Venla and Jukola maps begins at the Info on Sunday at 9.00 am. The unmarked maps (both Venla and Jukola) including all the controls of all the teams in the club are handed out against the map return card. This card is included in the materials of the first team of the club (Jukola or Venla). The team’s own maps used in the competition are handed out against the return card included in the team materials in the white tent. If the team has not ordered the maps in advance, the team can buy its own maps in the White tent for 20 € cash (Jukola teams)

There is forking on all the legs. Courses include 1000 meters of taped routes. Competitors born in 1993 and 1994 may participate in legs 1, 2, and 3. Competitors born in 1992 and earlier may run all legs. 
 
The competition starts on Saturday at 3 p.m. with a mass start. The relay shall be finished at 7.15 p.m. Teams that have not changed by 7.15 p.m. can take part in two separate mass starts at the map stands. The mass start for leg four (4) takes place at the map stands at 7.30 p.m. and for legs two and three (2 and 3) at 7.45 p.m. After the reading and clearing of the Emit cards, competitors running leg 4 go to the maps according to the announcer’s and officials’ instructions. Competitors running legs 2 or 3, then move to the waiting areas on the north and south sides of the map stands. After the first mass start, competitors running legs 2 and 3 go to the maps following the announcer’s and officials’ instructions. Those who make false starts will be disqualified. The Venla Finish will be closed at 10.00 p.m.

The Venla finish and the punching in the changeover will changed near to Emit-tent before the Jukola Festival on Saturday June 13th at 7.50 p.m. The competitors will moved by officials after the bridge to the new finish.

The relay shall be finished on Sunday at 8.45 a.m. Teams that have not changed by 8.45 a.m. can take part in two separate mass starts at the map stands. The mass start for leg 7 takes place at 9.00 a.m. and one for legs 2 - 6 at 9.15 a.m. After the reading and clearing of the Emit cards, competitors for leg 7 go to the maps according to the announcer’s and officials’ instructions. Competitors running legs 2 - 6, move then to the waiting areas on the north and south sides of the map stands. After the first mass start, competitors running legs 2 - 6 go to the maps following the announcer’s and officials’ instructions. Those who make false starts will be disqualified. The Jukola Finish will be closed at 14.00 p.m.

DROP-OUTS AND DISQUALIFICATIONS

A drop-out or a disqualified competitor must perform a normal changeover whether he has completed the course or not. The team can, however, continue the relay to the finish. If a disqualified or a drop out team is less than half an hour behind the leading team, the team’s relay will be held up in the next changeover, so that the time gap to the leading team is at least half an hour. The next runner must report to the officials at the notice board of the changeover fence. Then, he may start according to the official’s start signal.

The team will be classified as a drop out, if the competitor reports this to the officials at the Emit control point. Otherwise the team will be classified as disqualified.  Competitors who are injured and drop out in the terrain, hand in their maps to the first aid personnel. These teams will be listed on the notice board within the changeover fencing. The teams can, however, continue their relay from the next leg. The next competitor of the team reports to the officials at the notice board of the changeover fence. The official hands out the map and gives the start signal to the runner. In the final results these teams are reported either as drop outs or disqualified teams.
